Can you list/ are they breed for IVs and natures?

And I will give you a bagon, munchlax, riolu, and stunky for what ever you feel like giving me. I can get you all 3 regis as well with specific natures if you want, but for those I'd like a porygon with perfect speed and sp.atk IVs, with a timid nature, UT.

...natures don't effect how Pokemon respond to you. They give you additions and subtractions to your stats. For example, Timid gives you 10% extra to speed, but -10% to your Attack stat. So no, different natures do not keep Pokemon from attacking on certain turns.
