Definitely Advance Map. Really simple to use, and has plenty of advanced options.

There are a few script editors, including one which can be embedded in Advance Map. Though I can't remember its name, its simple enough that just basic knowledge of the hexadecimal equivalents used in the game should give you some pretty powerful scripting.
For actual personal help, I know a few people on this forum might be interested.
