yeah, I'm having another issue, and this time restarting didn't fix it. It says it can't load filesystem_steam.dll, when it's clearly there and I can easily open it with Windows Explorer.
So yeah, some help would be nice.

Try verifying the game cache.
Right click > Properties > One-of-the-tabs-i-forget-which > Verify-Game-Cache-or-whatever-it-says-maybe-local-data
