i have seen some users are banned.they have done somthing bad?who banned them?

They're banned because they've constantly broken the rules. Some users (Who have broken the rules a lot) are permanently banned, while some (Who've broken the rules but not quite as much) are temporarily banned. By Global Moderators or Admins.
