Is there a text tool hidden in the oekaki?
Also, since I couldn't find the text tool, I made the image in GIMP but I can't import it into Oekaki. I tried copy&paste but that didn't work.

No, there is no hidden text tool.
The point of the oekaki is that you used it and nothing else to create a drawing. If people could import stuff, then it wouldn't show off people's specific oekaki talents.

Usually its just best to use VR's Albums for that purpose, too.
