THAT's because the background's transparent. And Paint's really stupid. I don't really know how to resolve it, but places like The Spriters Resource typically have colored backgrounds to their sprite sheets. For now, since the only place I know to get them is Floatzel.net, I'd either do what Idno says or copy it into GIMP or something, fill in the background, and copy that into Paint.
The best thing for you to do is PrtSc the entire page and paste it in Paint. It'll need some editing down, but it's the easiest way.
If you want GIMP (highly recommended if you like to design stuff), you can just search for it. GIMP stands for (something) Image Manipulation Program. ((The "something" has something to do with a type of computer image and I always forget that part. XP ))

@Jason If you're coppying the sprite from Floatzel.net (Which is the only place that I know they are right now) then PrtSc won't work - The page has a JPEG'd background, taking that away is a pain...
