My entire Buizel.Net site is currently being revised. Yes, I am actually using a template, but it looks a bit different than the ones that every other Pokémon site uses. And I actually have to utilize CSS because I had to add a second menu for the affiliates.

Are you using FrontPage? I saw the keyword FrontPage in your <META> tags.
You did not learned CSS and PHP yet? Are you just using WYSIWYG editor?
I just have there questions

It is a WYSIWYG editor, Microsoft Expression Web (successor to FrontPage), but I use the code page more than the design page. I actually had to bust out those CSS things I learned to add a few elements to the site.

OK, so it's Expression Web. But it adds FrontPage in the Generator META tag.
You should learn PHP. it's very useful.

I upgraded to Expression Web sometime earlier this year. Before then, I used FrontPage 2000. I am still using Expression Web to develop the new site (which I hope to release before January 5), but it has a cool .dwt template feature that will automatically update every page based on the template.

At least you should know Server Side Includes. The following code includes the footer file:

Yeah, I know how to do SSI, but I don't need it, as the template takes care of that for me.

By using templates, you repeat same content to multiple files.

Space man I already went through useing include tags with scott (he wold have to change all the .html to .php and there for all the links)

Well, at least it's not 10 years ago, when one kilobyte meant the difference between users staying and users leaving. No longer do pages load like slugs.
