Yes he did, he caught it in the middle of Johto then used it again in the battle frontier and evolved it.

I remembered it as a Donphan though. I'm sure he had one and used it in the Hoenn region...maybe the Battle Frontier?

I don't watch pokemon, but I do remember some commercials of it being shown on Cartoon Network as new episodes or something.

Yeah, I was just watching an episode right before the Silver Conference Arc where he used it (watching the third episode of that arc in a few minutes).

Yes he did, he won some race then got an egg from Mr. Shelby. A few episodes later it hatched and.... yea I'll stop it there because I could go on for a LONG time.
