So what do you guys think about that whole debate on whether Lugia uses Hyper Beam or Aeroblast in the movie? Isn't Aeroblast supposed to be more bluish? Lugia also used Safeguard in the episodes with Silver (the baby Lugia) but it didn't look like the bubble shield so was that a different move altogether or were the Pokemon makers just lazy? xD
Between the anime and the games, there are a variety of inconsistencies. To make sure everything makes sense, it's best to consider each as their own canon, with various differences in each. (i.e. baby Lugia's despite no legend sans Manaphy being able to breed [and even then Manaphy + Ditto =/= Manaphy but instead Phione])

Like IronMan said the anime is very inconsistent to the games and should not really be labeled the same 'canon'. Such as there being multiple legends even with Babies where the games say they are all unique/one of a kind. Moves are also portrayed differently, for example the most resent example I can think of is when Regigigas was awakened and all 4 regis were using hyper beam consistently without having the 'recharge' that would be required in the games. Thus It is hard to say what the move is.
That being said I would say it is Hyper Beam as I think Aero Blast would be more blue xD. But like I said it could be anything xD.
Well, though the move used in the second movie is very reminiscent of Hyper Beam, I`d like to believe it was AeroBlast. However, from the first Teaser Trailer released for Pokémon Movie 13:Gen`ei no Hasha Z, it appears they`ve re-designed the attack with a movie bluish tone and a slight ""lightning" effect.

I'm going to just go with Aeroblast myself because it's what my friends and I thought it was. Sometimes, you just need to make the conclusion for yourself.
Arceus, I love the second movie with Lugia. That attack is just too awesome.
I noticed his cry from the movie is incredibly similar to his cry in the game.
