If you're flooding Red with legendaries then it might be possible to beat him with Pokemon just under LV80.
I wouldn't recommend it entirely though.

what I would suggest is to find a wild wobbuffet and it has to have the ability shadow tag so the foe wont escape then lower it's hp and make him fall asleep or paralyze him and then start throwing balls
