This cop was stuck walking on this ledge. Just kept walking and walking but went nowhere fast. Also became immortal as he wouldn't die (not even from a rocket launcher).
Those of you who have played GTA SA haven't seen that red glow here. This is actually from a mod I installed (Things to do in San Andreas until you die) that restores a lot of content that was cut from the game (including this car crusher that gives you money for cars parked there). I towed a Police Rancher with the cop still in it here to see if the cop would disappear with the truck, but he just gets out and gets stuck here.
